Ohio's HCBS waivers (PASSPORT, the Assisted Living Waiver) and nursing-home Medicaid generally use the same non-MAGI aged/blind/disabled financial eligibility test, but they pay for different settings and are structured very differently.
The entitlement difference
Nursing-home Medicaid is an entitlement in Ohio -- if a resident is financially and functionally eligible, coverage is available. Ohio's HCBS waivers are not open-ended the same way; they can carry waitlists and capacity limits, so eligibility does not guarantee immediate access to a waiver slot.
What each pays for
Nursing-home Medicaid pays for care in a licensed nursing home. PASSPORT pays for in-home services only. Ohio's Assisted Living Waiver pays for care services inside a licensed RCF, not room and board.
