PASSPORT is Ohio's largest Medicaid home- and community-based waiver for seniors, paying for personal care, homemaker help, adult day care, respite, home modifications and structured family caregiving for those who need a nursing-facility level of care but want to stay home. It does not cover assisted living room and board.
The detail behind the program
Families often assume PASSPORT will help pay for a move into assisted living -- it won't, directly. PASSPORT is strictly an in-home program. If the goal is to help a parent stay at home longer, PASSPORT is exactly the right program to ask about. If the goal is to offset the cost of a licensed assisted living community, the relevant program is Ohio's Assisted Living Waiver instead, which is a completely different application. Both are administered locally for our coverage area through the Council on Aging of Southwestern Ohio, which can walk you through eligibility and current waitlist status for either program.
